To keep the audience engaged a writer needs to explain what he/she is responding to. When writing about a summary the person must suspend themselves from their beliefs for a time and put themselves in the shoe of someone else. Many writers make a host of mistakes when it comes to quoting.
I like what you said here, because a lot of writer's do often mix their argument or bias with summarizing and quoting. It definitely just leaves the reader confused and unsure of the validity of your argument.
